In order to clear his name, CJ reunites with his old gang and goes around different parts of San Andreas while completing the most dangerous quests.

You do not have to necessarily follow the law in GTA: San Andreas but there most definitely are consequences when you break them, whether if it is for a mission or simply because you want to. You can become honorable cab drivers and make money by picking up and dropping off passengers to their destinations, or you can go ahead and steal cars in the middle of the highway. Accumulating many offenses can eventually bring the police on your tail or better yet, rival gang members will be out for your blood. This freedom is what makes GTA games really enjoyable because you can take a break from time to time and postponing missions will not leave a heavy dent on your progress. You can also take advantage of these breaks to familiarize yourself with every nook and corner of the city, practice your moves, or earn money so you can customize CJ and buy weapons.
